No 1/2 is stronger! 1/8 - 1/4 - 1/2 etc.

Yes, you can, just screw the filter onto your nd filter. But also requires a 82mm diameter

Does the lens protect the camera from water?

Like any other filter, this protects the front lens from water splashes.
